Arturo M. Padua is a politician, journalist, columnist, essayist and a diplomat. A trilingual writer, he writes in Iloco, Filipino and English. He was the first president of GUMIL Filipinas (Gunglo dagiti Manunurat nga Ilokano) or Iloco Writers Association of the Philippines. He has written columns for Liwayway (Dateline: America) and Bannawag (Malutluto, Maib-ibus).

In April 11, 1992, he was given the Pedro Bucaneg Award by GUMIL Filipinas at the Angadanan Agro-Industrial College, Angadanan, Isabela. At present, he is the president of FAMAS (Filipino Academy of Movie Arts and Sciences).
