Russell Caguioa Mendoza was born on March 10, 1979 in Dagupan. He obtained his Bachelor of Philosophy from Saint Louis University, Baguio City. However, this did not make a philosopher out of him. He has worked as busboy, marketing officer, High School teacher, workshop facilitator, event organizer, executive assistant, tutor, layout artist, an architect's assistant and wedding photographer. He also spent some time as a nurse aid and construction laborer.

He was a fellow for fiction at the UST Writers' Workshop.
